I usually use to get this but it would go away after 5-10 minutes.. now its been like that for 3 days.. does anybody know what could possibly be going on.. I have a 100% legit copy of diablo 2 and haven't installed any third party programs or what ever you would like to call them (cheats, hacks..exc)

That error is telling you that you have no internet connection. Since you have posted, it is clear that you have a connection, so I will assume that you are running a firewall. Check to see if D2 has permission in your firewall settings, or disable the firewall completly.

This happens if you spam the server, as in typing in /f list too many times or something. Best thing to do is reset your IP address, or if you can't do that, wait it out.
hmm im just trying to wonder why it would happen because I know you get it from spamming but I didnt do that at all and I dont see why it would be doing it for 3 days straight without letting me on.. but im going to try to renew my ip address right now see if it makes a difference but I doubt it :p
-- alright I tried it it didnt do anything but also another thing I forgot to say.. it will allow me on other realms just not US West for some reason

I don't get it. If you can't log on to Bnet then how is it possible you can log onto a different realm? The error in the OP shows a lack of connection. Until you connect to Bnet, you can't connect to a realm, East, West or anywhere.
The error posted does not show that you have been restricted, it shows that there is no connection, whatsoever, to any Bnet server. If you received a restriction, the error would state that, instead, it states that you have no connection, or, more simply out, your system is not online. If you were restricted, the error would give you a reason stated by numerical code. You can find some better info here (http://us.blizzard.com/support/article.xml?articleId=20794).
