Yea the max IAS is when u reach 9 FPS, IIRC its like 120 IAS on bows.

FHR depends what build u r

1. to certain extent yes. but get it to a comfortable level with no real need for the highest bp since with a valk/merc/decoy/dae, you should not be hit.

2. you can stock up as much ias as possible, but they're only as useful as their breakpoints level. therefore, check for the highest ias breakpoint (for the particular skill/bow) instead, and aim for that. use an ias calculator or breakpoints table for this.
