Not sure about gear but there is no need to max natural resists. Max Shout or Iron skin. Put one point into natural resists, you should have enough +to skills to have maxed resists in hell.

1. choose which attack you want to specialise? leap attack or whirlwind?
synergised leap attack gives great ar & dmg. but your ww will suffer since it'll remain having low ar/dmg without a weapon mastery. imo, ww is a better skill for the new.
2. weapon mastery. as mentioned above, this skill is important since it provides ar and some damage. the former is very important since you are meleeing and you need to have high chances of hitting your enemies. you can max this skill last when you've found your end-game weapon.
3. natural resistance. no need to max this. is suffers from diminishing returns at higher levels. around 6-7 points in this skill is ok already.
4. shout is a great skill to max. not only it boosts your defense, it'll synergize berserk's damage, which is great to counter iron maiden.
5. if you insist of building your barb with the skills that you've mentioned, make sure that you have the highest damaging weapon that you can find for the leap attack.
and a fast/decent dmg weapon for whirlwind. ie wsm -60 for 2-handers or wsm -35 for one-handers. =)

what gear do you have. and most barbs will still have some plus skill gear. After lvl 13 you will only have a 1% increase. Not really worth it. So look at your gear, if you have it all yet.
And for maxing both leap and leap attack, i wouldn't. Since you will find out that at higher lvls you probably wont be using either very much. And I would highly suggest you max a weapon mastery. Be it axe, sword, mace, ect... It will massively increase you damage. much more then the synergy that leap gives leap attack. granted you will get 200ed out of the synergy, but you will get 21 critical strike ( for chance to do double damage) and 180% ar boost (increased chance to hit). Much more worth it.
but ya, list what gear you do have.

SummonFoo, Sounds like you are fairly new to the game so here's some suggestions that might help. Try to acquire a complete Immortal King Barb set. That set will max your resists and give you tons of extra skills and damage. Supplement the IK set with a Ravenfrost ring, a decent +2 skills amulet and a Life leach ring. Add charms based on need. This is all fairly inexpensive gear to acquire. When you gain some wealth add an Annihilus small charm and a Barbarian Torch. Start with AR Grand Charms and progress to Warcry and Combat Grand charms as you can afford them or are lucky enough to find them.
Socket your IK Maul with 2x shael runes, socket your IK Helm with 2x Perfect Topaz and use one of your socket quests to socket your armor with another Perfect Topaz.
Try and acquire or shop for 2x Warcry Spears or swords. Put these on your switch to prebuff your battle command, shout and battle orders in that order.
The best starter build would probably be Whirlwind:
---Combat Skills---
1 to bash
1 to leap
1 to Stun
1 to leap attack
1 to Concentrate
20 to Whirlwind
1 to Berzerk
---Masteries---
20 to Mace Mastery
1 to Increased Stamina
1 to Increased Speed
1 to Iron Skin
1 to Natural Resistance
---Warcries---
1 to Howl
20 to Shout
20 to Battle Orders
1 to Battle Command
With these skills you will be done (assuming you get all your +skills quests) at level 81. Put additional points into Concentrate after level 81 and maybe even Find Potion and Find Item to give you another crack at MFing some decent items.
Hope this helps:)

I think the OP is pretty new to the game, so most of the stuff you listed aren't going to be affordable.... The IK set idea is decent, just MF to start and build some cash until you can afford the nice stuff.

well...actually i've been playing since 6 years now......
I've soloed hell with every single character except the barb.....
so im more a Barbarian newb. lol
now....im choosing to have ww as my main attack for PvM. leap attack is to destroy bosses and other players lol. leap attack, with leap maxed can get you about 900% enhanced damage, imagine that will + skill gear :)

well...i said i beat hell with every character except a barb, not every TYPE of character class (necro-summoner, poisonmancer, bonemancer..etc)
i beat hell easily with a druid who uses tornados and the synergies.......
but druid summoners....well....suck in my opinion.
u can only have 1 type of ur summon out at a time (excluding ravens)
either ur spirit wolves, dire wolves or grizzly :(

actually, a well-played IK barb is a powerful, party-friendly character.
(believe it or not, a one trick pony barb may handle one situation a little bit better than a well-rounded IK barb, but the IK barb will be more consistent by far in PvM [i don't pvp except for amusement when someone hostiles me in a trade game]
max:
mace mastery
BO
WC
1 point:
every skill except the duel wield combat skills
(if you don't want the speed boost or if you do want more damage with combat skills, put 0 points into increased stamina and speed)
(intelligent barbs DO use grim ward, it makes pvm a LOT easier...)
put remaining points into skills of choice (at level 90 I have all the above and 8 each for WW, Berserk, and Concentrate)
IK is cheap and can probably be acquired as you are able to wear each piece: then as you get to higher levels, get:
a pair of good magic/rare/crafted/unique/set rings (depends on what you're going for)
a good magic/rare/crafted/unique/set amulet (also depends on what you're going for)
stick ber runes in all the slots you can get (if you go dual BK, use a single cham in your armor.... if moster healing bugs you maybe put a mal in the maul)
IMO, godly end-game gear with no budget limit would be:
annihilus
barb torch
sharp/fine, poison, or life charms (maybe bcomb skillers if you think you need them)
Ravenfrost (don't be an *** about getting one with 20 dex, it isn't that importont for a barb)
Bul-Kathos' Wedding band
Mara's Kaleidoscope
IK helm (BerBer)
IK body (Ber)
IK maul (BerBer)
IK belt
IK boots
IK gloves
Right now, I have the IK Set (with none of the aforementioned Ber, mal, or cham runes), dual ravenfrosts, a cat's eye (did i mention i liked FRW.... I do, you know), torch, anni.

2x ber in the maul is a terrible idea for a ww barb. stick at least 2x ias jewels there to reach 4frame ww.

didn't think about that.... good thing i'm not rich enough to have ber'd my maul :)
