Are you looking for it to do ubers? Cause in general smiters aren't very good for pvm at all, only really good for ubers and duelling imo.
If you want to duel with a smiter you at least want a grief, but it's not needed. Though you probably won't kill that many "good" duellers without it.
But since you stated PvM let's skip PvP. I'm going to assume it is for ubers. I used very cheap gear on my first smiter last ladder. IIRC it was something like this:
Helm: Guillaums
Amu: Highlords
Armor Smoke (Treachery for prebuffing fade)
Weapon: Black rw in a flail
Shield: HoZ (was lucky to find one)
Gloves: I don't remember but it wasn't dracs. Anything will do really.
Belt: Tgods
Boots: Gores
On switch: Life tap wand.
But it can be made cheaper, though you will get some problems facing the ubers then. With the above setup and some help from friends, or if you got 2 cd keys a nice bo from a barb it shouldn't be a problem at all. For a bit cheaper setup I'm just going to set 3 items as "mandatory" but you can do without those as well.
Helm: Guillaums (mandatory imo, but you can do without if you can't get it)
Amu: Anything with resistance
Armor Smoke (Mandatory. It's cheap and can easily be made before hell diff. (Treachery for prebuffing fade (not mandatory))
Weapon: Black rw in a flail (mandatory. Cheap, lot's of cb and it comes with some ias IIRC)
Shield: Any shield with decent smite dmg and as high base res as possible. 4x Pdiamonds in it will give incredible res bonus.
Gloves: I don't remember but it wasn't dracs. Anything will do really.
Belt: Tgods or whatever other belt you can get your hands on.
Boots: Gores or whatever other boots you can get your hands on.
On switch:
Life tap wand: This can be shoped from vendors so there really is no excuse for not getting this :p
Shield: Another of those high base res with 4x pdiamonds in shields to keep up the resist when switching to cast life tap.
That should be able to do the ubers if you are carefull and know what you are doing. Ofc getting the organs will be a pain, so I would suggest having perhaps a hammerdin to fight your way to the mini ubers and then kill them with the smiter. You also may want to figure out how long the life tap lasts and count from the time of casting so you know when to break the attack to cast life tap again.

lifetap is a must. but drac's isn't. a wand/dagger with lifetap charges should be way easier to find..

for the "average" grief user, that may be true..
for those who don't, however, kills take pretty much longer. and being a single target skill + knockback doesn't really help either.
boss kills = fast
general monster/mobs kills = average to slow =P
that's why smite is most likely a support skill in pvm. there is one other skill that's better than it in most situations. zeal.
