You are just temporarily banned. Blizzard do this if you join/leave games too quiclkly to prevent the use of bots. So far I've had to long temp bans meaning they're lasted a whole day, and it's a pain...

Just be patient and it'll lift soon enough. And as Dain said stop trying every few minutes cause it will make them last longer.

yeah the more u try the longer it lasts if u join more than 20games per hour or 3 games per min u will get a temp restriction. it can last from 5 mins to an hour to 12 hours to 24 hours to 48 and up to 2 weeks. if u do get a temp restriction in the future DO NOT TRY TO LOG ONTO THAT REALM FOR ATLEAST AN HOUR. and the reason why your buddy cant get on even tho he wasnt playing all day is because its ip adress banned so if he is useing the same internet connection as u were when u were banned he will be banned to. Also the reason why u can get onto west but not east is becuase u are banned from east and not other realms. hope this helps there are guides on how to change your ip adress but thats kinda involved and chances are if u dont know why u were banned in the first place u have no clue how to do that.
