PvP: 20/20 Monarch.
Why: Damage and negating enemy resistances.
PvM: Phoenix.
Why: Damage isn't as important in PvM. Redemption is very handy in PvM and Phoenix actually has some stats.
Whether or not those are your best two choices is beyond me. I don't know this character very well at all but I think my answer make sense.

personally, i can't stand how all the little lightning jav'ers run anound using all the same skills with the same frequency and crying when they hit a light immune (unless they have infinity).
do something interesting.... like invest in other skills... try a poison javzon or just try a class based (intelligently) around a skill you have been told is crappy.
back to the question though:
pvp and ubers: 20/20
pvm: i'd actually probably go for a unique shield (perhaps StormShield or for the +skills a spirit or lidless wall (though i haven't played a lightning javzon, i'm sure you like +skills))

try to use light facets in your javazon.helps alot though 20/20 is expensive!

20/20 jmod for both pvp & pvm..
why?
1. you can max block
2. your lightning dmg will be great
3. you can regain mana by potting or an insight merc
4. the -fire resist on phoenix won't benefit you
5. the +ed on phoenix will only benefit your javelin's physical hit only. ie need chance to hit. ie need ar. ie need more points in penetrate. not worth it.

i agree that jmod 20/-20 is by farr the best for pvp but for pvm you have to choose between s/s and pheonix
s/s-dmg reduction but you dont get the automatic health regen and with d/e/a its a mod you can do without
pheonix- in my opinion the best shield for pvm javazon the mods are awsome and you can still have max block without a jmod for real dude and having some phys dmg to your attack is not a bad thing if your cs dont hit for that much dmg
now wilderhund with a javazon there is many skills you have that can take out a light imune if you have patience jab for example

I have tried 20/20, phoenix, and s/s, and could not see a big enough difference in killing speed so I choose the s/s... I did have a near perf griff w/ 5/5 and infinity merc so that may of had something to do with it :).
