What makes a rare ring, amulet, or Tiara "Godly"?
Tried using Google, no luck. May keep at it though. I've wondered this question for a long time though. Every rare I show my friend, he says it's not worth much, but I'm sure there are some out there that some people will kill over. Can somebody shed some light on this subject for me? It'd help a lot. Thanks in advance.

Just the mods it gives. A "mod" is a magic effect, basically. A mod comes in the form of a "suffix" or a "prefix."
While a magic item (blue) will only give 2 mods maximum (both prefix and suffix), rare items can have a maximum of 6(!) mods(3 prefixes/3 suffixes).
While most mods are useless (1 to strength/2 to fire resistance/meh lol) some can be extremely saught after.
The most valuable items are items with mods such as
20% faster cast rate (...of the Magus)
9 to Min/Max damage
Increased attack speed (up to 40%)
Strength (at least 10)
Dexterity (at least 10)
and of course, skills! A rare will give a max of +3 to tab skills (summoning, cold spells, combat skills, martial arts, etc) or +2 to all skills of a certain character class.

Thank you for the reply. I think I have a better understanding of what's worth keeping as a rare and what isn't. Again, thank you. :)
Res is also sought after, and frw for circlets or frw and fhr along with tri res for example on boots. Most mod I have found people interested in is:
+ str/dex
+ life
+ mana
+ resistance
+ skills
+ frw
+ fhr
+ life/mana leech
There are probably some more, but a good combination of those will usually be quite valuable, but not neceserily godly ;)
EDIT: The list is just in random order as the mods came to mind, and not from most-least usefull mods :p

The +101-200% ED prefix is "Godly".
Seriously though, it varies a lot depending on what you're after. Generally bulk hp (or things that can be turned into hp, i.e. +str/dex), skills, resistances, faster cast rate, visionary (for melee) make a circlet or amulet good. Importantly, rares need to be able to beat out the unique/dupeword competition.
On weapons, grief tends to own anything in terms of pure damage (except on claws), so a combination of fool's, cruel, sockets, ias and eth/rep is necessary.
Caster weapons will generally want at least +5 skills (including staffmods), fcr (ias on claws) and (as always) sockets.
Some examples (these are perfect):
Circlet
+2 sin skills
+20 res all
Visionary
20 FCR
30 Str
60 Life
Would be orgasmic for a hybrid sin
Ring
11 res all
+120 ar
+90 mana
+20 strength
+15 dex
10 FCR
Ideal for a BvC, ghost or hybrid.
Eth berserker axe
Cruel
Fool's
2 soc
40 ias
Self-repair
20 min
With two Ums, pretty nice for a BvB. This is where we start to struggle against the likes of Grief (note that replacing fool's for masters will make the weapon weaker than grief in terms of pure damage).
Druid hat
+2 druid skills
2 sockets
10 fhr
+40 life
+3 tornado
+3 hurricane
+3 oak sage
Ideal for a wind druid.
Should be enough to give an idea.

I'm going to have to look up what visionary is, but those rares do look just.. Wow, lol. Finding one that have that kind of quality sure will be difficult.
