Question about item stat rolls

are the item stats rolled a) when the item drops b) when you pick it up c) when you id the item

every time an item drops it creats a fingerprint as we all know. All mods to that item are related to that sole fingerprint. The game also uses that finger print for the timer of how long it lays on the ground before it disapears. Therefor it would be safe to assume that the mods are created as it drops.
