Okay for untwinked/little gear.

To start with, I'd transfer the gear to a new level 1 and rebuild. Nothing that's not salvageable, but investment in energy on a barb makes me cringe. That, and you've got far too much strength and not enough life for your level, and your skills are somewhat messed up.

If you want to continue, err, pump vita. Liek srsly. 354 life is horribly horribly low. I'd remove the eths and replace them with rubies for more hp, find a source of mana leech to compensate (leech is far more effective than regen on a barb, too). Pump BO as well, but get ww to at least level 8 (where the -ed stops applying) first, max it later on.

Lose the sigs, as ias off your weapon doesn't help your ww speed (pick up leech in these slots).

Skillwise, there are a few core skills for ww barbs, most of everything else is a 1-point wonder.

WW, mastery, BO are the obvious skills to max. Increased speed generally doesn't get more than 1, with stamina a grudging pre-req. Nat res, again limit to a few points only as diminishing returns really start to kick in. The rest can generally go to shout, which works well with berserk as a PI/IM solution.

You'll generally want to shael your weapons, depending on how much IAS you need for the next breakpoint. Once you get your windhammer, drop the rattlecage (as you're going overboard on CB at this stage) for something better suited for melee tanking.
