trang-owls necro set on scorceress

i was reading that with 2 trang-owls (necro set) items u get +18 to fireball ... does this mean if u had 2 items on a scorceress with 1 point in fireball it would actually be lvl 19 fireball? ... or is there a +3 cap for scorceresses? ... also if the cap is true then what is the +18 fireball for?

For sorceresses there is a cap of +3. The +18 is mainly for other chars to have a little fun with a bit of extra damage
