Not +3 to all skills, but +3 to any skill tree yes.

Yeah should have read that closer. they only spawn with +3 to a specific tree.

i think the max to skills is probably 2+

with seraphs, its a big exception with paladins

When it is like "3 to fire skills" it will gain one more single mod, like 10fcr (max) or like 100mana, 100life, 15mf and so on.. Always magic amulets. When it's like 2 to all skills, it can be much diffirent added mods, but not magic then. Rare/crafted can only have "2 to fire skills" for an example.

can amulets or weapons have the +3 to all skills property?Don't know about amulets, but I once bought a wand with +3 to necro skills, so I'd say weapons can definitely have +3 to all skills (although they're probably going to be class specific).

No, no ammy or weapon can have +3 to All Skills, except Hoto I believe.

Like I said before, +3 to all class specific skills, including single handed weapons, can simply be bought from the shops, and thats just in nightmare shops at about level 56. I wouldn't be surprised if one could buy stuff with even higher +skill numbers at a higher level.

No, the highest + to all skill is 2. +3 is only for one tree of skill, i.e. +3 fire, +3 pally combat, +3 traps, etc. If that's what you meant by "class specific," then yes but there is a difference between class specific and skill tree specific. I screwed up, because I remembered it wrong :D It was actually a +3 to summoning skills and not a +3 to necro skills wand that I had bought. Sorry for posting something that's just incorrect :o

only +2 all skill ammy can be had. for certain skills such as fire sorc, warcries barb or offensive pally can be +3.
